1. In view of your representations I now accept recomendations of Salaries Comission in paragraph 14 of Report. In consequence of this decision ofiicers who were on leave prior to retirement on 1st January 1947 will be excluded from the benefit of the new scales. This involves a departure from accepted preotice which has hitherto been followed in all other colonies and my aproval is given on the understanding

hat if the decision results in any case of serious inrdship or anonly it should be reconsidered.

2. I note that you are prepared to consider on their morits, for application of the Lalerios Carission termin, of icers who were on the Hong Kong establishment on

1st January 1947, but who were n t on duty in the Colony at that date, provided they

have subsequently returned to the Colony

(b)

have been seconded elsovhore

and that in fact you do not anticipate that any cases vill arise nhere *pplicntiau of the now terms to such of icere will be refused.

3. I agree that 1t Jenuary 1940 should be taken as date of an ouncement of "final approval of the recommendations"
